OCCUPATIONAL HEALTH & SAFETY

Exposure problems to noise, dust, and gases are the main occupational hazards identified in this project. Silicosis, Bronchitis, and Noise-induced hearing loss are the occupational health hazards identified by the plant. Workers involved in raw material handling activity, dust, and ash handling are exposed to high dust levels. Workers are not exposed above the threshold limits prescribed above through suitable administrative controls. PPE like earplugs and muffs will be provided and administrative pressure applied on the workers to use them despite uncomforted. Workers exposed to mechanical accident-prone areas will be given personal protective equipment (PPE). The non-respiratory PPE includes tight rubber goggles, safety helmets, ear plugs, ear muffs, shoes with non-skid soles, gun boots, and safety shoes with toe protection.  All safety and health codes prescribed by the Bureau of Indian Standards are implemented. Safety data sheets of the hazardous chemicals are displayed at specific locations.  The data is in English, Hindi, and Odia language/script.

Schedule for Medical Examination

The following schedule for medical check-up is being followed:

  1. Comprehensive Pre-employment medical check-up for all employees.
  2. General check-up of all employees once every year
  3. Chest X- Ray once a year for workers working near the Induction furnace area.
  4. Chest X- Ray for all other employees once every 3 years.
  5. Local hospitals and Govt. health monitoring system will be engaged.
  6. All safety gears have been provided to workers and care has been taken that these are used properly by them. All safety norms have been followed.

Besides all the above tests following test may be carried out for the workers The following tests should be considered in the evaluation of Cr(VI) exposure Complete blood count,liver function tests and blood urea nitrogen (BUN) and creatinine test

The safety of employees needs to be taken care of during operation as permissible under rule. Following measures are suggested:

  • Regular maintenance of equipment.
  • Regular checking and up keeping of break down or leakage.
  • Provision of earplugs or muffs to workers exposed to high noise levels.
  • Rotation of duties of workers.
  • Creating awareness amongst workers concerning health, pollution and safety through posters, discussion, slogan etc.
  • Periodical medical examination of workers.
  • Provision of suitable civil amenities such as plain drinking water, good service in canteen, etc.
  • Assessment of risk from health hazards at work place.
  • Monitoring of different factors leading to occupational health hazards and taking timely action to mitigate the impact.
  • Inspection and maintenance of pollution control systems only after getting official shut down or with the permission of authorized officer.
  • Immediate cleaning of any coal dust accumulated on floors, road, roof tops, conveyor galleries and other places.
  • Heat insulation of hot surfaces.
  • Provision of rubber mats around the electrical panels.
  • Fire barriers at appropriate places.
  • Provision of all safety measures like use of safety appliances, safety training, safety awards, posters, slogans related to safety etc.
  • Fire protection systems by means of providing fire hydrants, fire extinguisher at vulnerable points within the plant boundary have been envisaged.
  • All the necessary safety kits like hand gloves, gumboots, aprons, helmets etc need to be provided.
  • Proper sanitation facilities, rest room, adequate plant lighting is also envisaged for the project.

The following personal protective equipmentare being supplied to the workers to maintain safety within the work premises.

  • Zero power plain goggles with cut type filters at both the ends
  • Ear plug, ear muff
  • Gloves and safety shoes

Mitigation measures

  • Provision of dust extraction system at all the dust prone area.
  • Maintain dust levels within the prescribed standards.
  • Provide dust masks to the workers when conc. Of dust are exceeded to the standard requirement.
  • Provision of worker camps with proper sanitation and medical facilities, as well as making the worker camps self- sufficient with resources like water supply, sanitation, power supply, etc
  • Arrangement of periodic health check-ups for early detection and control of communicable diseases.
  • Arrangement to dispose off the wastes at approved waste disposal sites.
  • Provide preventive measures for potential fire hazards with requisite fire detection, fire-fighting facilities and adequate water storage.
  • Workers will be provided with Personal protective equipments
